From October 1, 2026, the rules will change: marketplaces will no longer be able to set their own deadlines for refunding money for returned goods. Refund periods will be governed by unified requirements.

      <turbo:content>

From October 1, 2026 — Marketplace Purchases Can Be Returned Within 10 Days

Starting October 1, 2026, the rules governing refunds for purchases made through online marketplaces will become standardized. Marketplaces will no longer be able to set their own deadlines for refunding money for returned goods. Once a customer submits a refund request, the funds must be returned through the platform within no more than 10 days.

According to TASS, marketplaces previously had the right to determine their own refund periods, meaning that customers could face different conditions depending on the platform they used.

The marketplace itself is not financially responsible for transferring the refund. When an order was paid for through the platform, the marketplace only provides the technical means to process the return. The seller makes the final decision on whether the money should be refunded and is responsible for transferring the funds to the customer.

The basic rules for returning goods of proper quality remain largely unchanged. Before receiving an order, a customer may refuse it at any time. After delivery, a return is generally possible within seven days. When the product is of proper quality and the return is not caused by a defect, the customer is responsible for the cost of shipping the item back.

Kirill Karpov, Associate Professor at the Department of Financial Law at the O. E. Kutafin University, noted that marketplace apps and websites should introduce new interface options related to the return of defective goods and the updated refund procedures.

He also advised customers to open packages carefully and avoid damaging tags, barcodes, or other product identification elements, as their condition may affect the return process.

The main purpose of the changes is to standardize refund deadlines and strengthen consumer protection. Previously, different marketplaces applied different timeframes, which created unequal conditions and could delay the return of funds. Under the new rules, all platforms must comply with a uniform maximum period of 10 days from the date the refund request is submitted, making the procedure more transparent and predictable.
</turbo:content>

This is more than just statistics—it is a clear signal of a logistics reboot.

Imports have become the primary driver of this breakthrough, skyrocketing by an impressive 17% (1.8 million TEU). While exports dipped slightly by 1% (1.1 million TEU), the domestic market continued its steady expansion (+3%, 924,000 TEU), and rail transit added another 1% (335,000 TEU). A particularly impressive surge occurred in July: transport volumes jumped by 14.8% compared to the same month in 2025.

What is happening with rates in August?

Routes from China have become a focal point of attention. On rail routes via border crossings, prices have finally found their footing and stabilized following July's fluctuations. The range has settled at $8,500–$10,000 per container.

However, sea and multimodal shipments from China continue to storm. Rates here are behaving unpredictably: the market oscillates between stabilization and volatility. The price spread for 1 FEU is currently massive—ranging from $1,800 to $9,700—creating both risks and opportunities for maneuvering. This is evidenced by closed port statistics cited by key market players.

Cargo Flow Transformation: From Ferries to Containers The main driver of growth is a sharp increase in the transshipment of liquid bulk and containerized cargo. While traditional ferry crossings are losing volume, logistics are reorienting toward more flexible formats:

Oil products: Growth from 556,000 to 827,000 tons.

Liquid bulk cargo: Increase to 968,500 tons (compared to 782,000 tons a year earlier).

Ferry transportation: Decline to just under 2 million tons.

Roll-on/Roll-off (Ro-Ro) equipment: A critical drop from 24,600 to merely 3,700 tons.

Alexey Gagarinov, CEO of C-Shipping, sees this as a structural restructuring: "Vehicles are moving en masse into containers. Finished cars are being exported from Kaliningrad, while components, building materials, consumer goods, and even fertilizers are being brought back. The range of cargo has become enormous."

St. Petersburg as a Hub for Kaliningrad Containerization has given a powerful impetus to the region's ports: 1.9 million tons of containers were handled in six months (+46% year-on-year). The Port of Saint Petersburg increased its shipment of cargo to the Kaliningrad region to 1 million tons.

Experts remain optimistic. Elena Tverezovskaya ("Peleng") expects the traditional seasonal pickup to begin as early as September, while Alexey Gagarinov forecasts a growth in container traffic on the St. Petersburg–Kaliningrad route of at least 20% in the second half of the year.

Infrastructure Ready for the Load Over the past five years, cabotage on the Kaliningrad route has grown nearly tenfold, yet experts see no threat of collapse. Pavel Ivankin (National Research Center for Transport and Infrastructure) notes a surplus of railway capacity formed after cargo flows were redirected from Europe to the East and South. These resources are now serving the priority Kaliningrad direction.

In the next 2–3 years, the regional government plans to modernize the berth infrastructure of KMTP (Kaliningrad Commercial Sea Port) to ensure it can handle the growing stream of containers without obstruction.
</turbo:content>

A gradual, stress-free robotization of logistics, beginning with upgrading existing equipment and surgically addressing bottlenecks, transforms a chaotic warehouse into a transparent digital system with predictable economics.

      <turbo:content>

Robotizing warehouses step by step: evolve, don't disrupt

Internal logistics resembles a circulatory system: even a minor clot in one channel can paralyze the entire mechanism. A warehouse complex may experience no obvious disasters, yet systematically lose profit due to invisible parasitic operations. Excessive equipment runs, loader downtime in standby mode, repeated manual repacking of pallets, and congestion in shipping zones silently erode operational margins. Management's desire to transition to autonomous solutions is almost always driven by the need to break free from the loop of routine losses that constrain the speed and transparency of freight flow. Skillful robotization of warehouse and production functions imposes a strict rhythm on material flow movement within distribution hubs and factory premises. The stability of this rhythm is achieved by eliminating human variability in critically monotonous operations.

A Methodical Strategy Instead of a Chaotic Leap

The practice of launching such projects shows that the urge to simultaneously recut all logistics chains of an object usually leads to system overload. It is wiser to begin modernization not by covering the entire area, but with a limited, repetitive cluster or a calibrated route. On a typical site, the number of bottlenecks rarely exceeds one or two segments: be it a pallet handling block or a stable leg between the inbound inspection zone and storage cells. Isolating such a fragment provides an opportunity to run in the robotic equipment under live conditions without creating inflated expectations. Testing the logic on a specific distance helps assess how machines coexist with existing traffic flows and physical constraints. Once the scenario is validated, it can be painlessly replicated across adjacent lines.

Modernization of the Existing Fleet

The suite of automation tools is selected based on cargo dimensions and the warehouse's vertical topology. For shuttle-type horizontal transfers between buildings or process areas, autonomous tow tractors are effective, capable of independently pulling carts along programmed tracks. Where the key task is lifting and precisely placing heavy pallets into high-rise rack structures, autonomous reach trucks with precision positioning in narrow aisles are deployed. For many operating enterprises, the economically balanced choice is not purchasing a new fleet, but retrofitting existing electric equipment with an autopilot unit. Such a retrofit typically fits within a one-month timeline and allows autonomous control to be embedded into already established process maps. Upgrading current assets significantly lowers the entry investment threshold and softens the adaptation period.

From Blind Spots to Digital Transparency

Proper operation of autonomous equipment is impossible without its deep coupling with the enterprise's information backbone. Tight integration with WMS and ERP systems enables automatic task queue generation, removing the need to manually orchestrate every single trip. The management layer gains a window of analytics and continuous monitoring of all movements via cloud interfaces. In such an architecture, logistics acquires the property of a "glass factory": every movement transaction is recorded and instantly materializes into relevant statuses. Operational safety is ensured by multi-layered navigation algorithms, allowing robots to act in shared spaces with people without the risk of collisions or product damage. The use of infrastructure-free navigation methods guarantees that integration proceeds without freezing current operations or undertaking major facility replanning.
</turbo:content>

During his presentation at the TRANSRUSSIA industry conference, Evgeny Shakalida, CEO of TRASKO, highlighted the most urgent challenges and complexities confronting the logistics industry in 2026.

      <turbo:content>

2026 Logistics Industry: Year in Review

At the anniversary conference "TRANSRUSSIA," a strategic discussion took place focusing on the prospects of the Russian logistics and freight transportation market in 2026. As part of the event, Evgeny Shakalida, CEO of TRASKO, presented an analytical overview of the industry's key trends and challenges.

According to the expert, market participants did not pay sufficient attention to forecasting price fluctuations. Amid heightened demand for transportation services in 2023–2024, numerous organizations, including new entrants, began actively expanding their vehicle fleets in anticipation of super-profits. Leasing companies fueled this process by approving financing en masse without thorough risk assessment. The result was a sharp decline in freight rates in 2025, leading to the exit of many carriers unable to cope with their debt burdens.

The current year has introduced new regulatory complexities for the industry. Since early spring, a register of freight forwarding companies has been operational, yet practical aspects of its implementation remain unclear. Additionally, the launch of an electronic transport document system is planned for the autumn period, for which many enterprises are not yet prepared.

The speaker devoted special attention to criticizing the mandatory use of electronic seals, which he believes unnecessarily duplicate existing customs guarantee mechanisms. Of particular concern is the implementation of Federal Law No. 140, which requires verification of declared cargo contents. The expert emphasizes that logistics operators are physically incapable of inspecting every single item, especially in the small-parcel segment, which formally places them in violation of the law. Shakalida is convinced that responsibility for the accuracy of cargo information should rest with shippers, not with freight forwarders and carriers.

"I am undoubtedly in favor of order and reasonable control over everything happening in our industry. However, what we objectively cannot ensure should not be assigned as our responsibility. We count on the authorities' understanding and hope that the laws in question will be adjusted. Yet even with governmental support, in 2026 we will all witness the continuation of last year's trend and the closure of a significant portion of transportation and logistics companies that anticipated rapid growth while burdening themselves with unsustainable financial obligations," noted Evgeny Shakalida.
</turbo:content>

The Platon electronic toll collection system, operating in Russia since 2015, is preparing for significant changes.

      <turbo:content>

The reform of the Platon system will lead to a 12% increase in carriers' expenses as early as 2026.

The Platon System Enters a New Phase: Truck Tariffs to Rise Significantly from 2026

Russia’s truck toll collection system, Platon—operational since 2015—is undergoing major changes. Starting in 2026, the government will begin phasing out the initial discounts introduced at the system’s launch, leading to higher costs for carriers. Experts estimate that this could increase the cost of road freight transport by approximately 12%.

The first quarter of 2026 will serve as a transitional period for the reform. On February 1, tariffs will be indexed in line with inflation. Then, on March 1, a new tariff calculation formula will take effect: the discount (reduction) coefficient, which currently lowers the base rate, will be raised from 0.51 to 0.75. Originally implemented to ease the industry’s adaptation to the system, this coefficient has remained unchanged for nearly a decade. According to a Russian Government decree, its gradual elimination will be completed by early 2028.

In practical terms, the toll for trucks over 12 tonnes on federal highways will rise from the current 3.34 rubles per kilometer to 5.46 rubles per kilometer—an increase of nearly 64%. Analysts at ATI.SU calculate that the cumulative cost increase in 2026 alone will reach approximately 63% compared to current rates 8.

Market Reaction: Rising Costs Without Room for Compensation

Logistics industry participants express concern that the Platon tariff hike coincides with persistently high expenses for fuel, vehicle maintenance, and driver wages. According to a representative of a transport company, core cost components—diesel fuel (about 22 rub/km) and driver salaries with taxes (another ~24 rub/km)—have not decreased in years and continue to rise. Under these conditions, any talk of lowering freight rates is, in their view, economically unjustified.

However, some experts propose alternative pricing models. For instance, variable costs—such as fuel or Platon payments—could be incorporated into contracts through a monthly indexation mechanism. This approach allows fixing a base rate for an extended period while ensuring transparent recalculation when external conditions change. The key to success, they argue, is stable shipment volumes under the contract.

Where Will the Additional Funds Go?

The government and the Ministry of Transport emphasize that all Platon revenues are directed to the Federal Road Fund and used exclusively for the repair and modernization of federal highways. Between 2026 and 2027, these funds are expected to complete work on 51 road projects totaling over 746 kilometers. Key initiatives include the reconstruction of segments on the R-21 “Kola” highway (Republic of Karelia), A-122 (Pskov and Novgorod regions), A-160 (Krasnodar Krai), R-257 “Yenisei” (Krasnoyarsk Krai and Tuva), R-217 “Caucasus” (Kabardino-Balkaria), and R-297 “Amur” (Far East).

Thus, 2026 marks the beginning of a new phase for the Platon system: a gradual exit from the preferential regime, increased financial pressure on carriers, and enhanced investment in national infrastructure.
</turbo:content>

According to a study conducted by Yandex Robotics, more than half—specifically 57%—of industrial enterprises have expressed readiness to invest in the development and deployment of universal robots equipped with physical artificial intelligence.

      <turbo:content>

More than half of the companies plan to invest in artificial intelligence-powered robotics.

A large-scale survey of 145 industrial companies across eight sectors has revealed strong interest among Russian businesses in robotic automation. According to the findings, 57% of enterprises are prepared to invest in automation as soon as universal robots powered by physical artificial intelligence (PAI)—capable of autonomously performing a wide range of tasks—become available on the market.

Already today, 23% of respondents deploy robots directly alongside production equipment, while another 40% are actively planning to implement automation. Among companies that intend to allocate budgets for robotics in 2026, 32% plan to invest up to RUB 50 million, and 23% aim to spend over RUB 100 million. Notably, 41% of businesses adopting robotics prefer domestic solutions, primarily due to reliable technical support and consistent service quality.

The most sought-after tasks for robotic automation include loading raw materials into machines, transporting parts between workstations, quality inspection, and operating in extreme environments—such as high-temperature settings during component manufacturing.

However, significant organizational and technical barriers still hinder widespread adoption. Many enterprises are reluctant to undertake lengthy infrastructure upgrades, overhaul production workflows, or retrain staff on a large scale. Consequently, 26% of respondents favor turnkey solutions that require minimal setup, while 21% prioritize technologies that minimize production downtime.

Return on investment is a decisive factor: 81% of companies consider a payback period of up to five years acceptable, with 37% expecting returns within just 2–3 years. For 43% of potential investors, rapid ROI will be the deciding factor in adopting robotics.

Experts highlight that physical AI represents the next evolutionary leap for robotics. By integrating and processing multimodal data—including images, video, audio, and text—and by deeply “understanding” the physical laws of their environment, such systems will be able to adapt flexibly to changing conditions and execute complex operations without constant human oversight.
</turbo:content>

Their design features two sturdy metal forks onto which the load is placed, and they are operated by a driver from a cabin.

Thanks to an optimal combination of compactness, maneuverability, and power, forklifts are widely used in warehouses, production facilities, construction sites, and logistics hubs. They are especially valuable wherever it’s essential to move heavy loads quickly and safely while making efficient use of available space.

Main Types of Forklifts

The choice of model depends on operating conditions and specific tasks. The three most common types are:

Electric Forklifts

Powered by batteries, they produce no harmful emissions and operate almost silently. Ideal for indoor environments—from supermarkets to food and pharmaceutical production facilities. In addition to being eco-friendly, they offer lower operating costs: maintenance is simpler and energy consumption is reduced.

Diesel Forklifts

Primarily intended for outdoor use or in large, well-ventilated areas. They deliver high power, handle oversized and heavy loads effectively, and are resistant to temperature fluctuations—making them suitable for year-round operation, even in harsh conditions.

LPG/Gasoline Forklifts

A balanced option combining the benefits of gasoline and gas engines. These forklifts are quieter than diesel models while maintaining consistent performance both indoors and outdoors.

Why Use Forklifts in a Warehouse?

Integrating forklifts into operations delivers tangible benefits:

High productivity: Tasks that would take hours manually are completed in minutes.

Space efficiency: Compact models easily navigate narrow aisles between racking.

Personnel safety: The equipment handles physically demanding and potentially hazardous tasks.

Versatility: Modern forklifts support a wide range of attachments—from extended forks to clamps and buckets.

Reliability: With proper maintenance, forklifts can operate effectively for decades.

Key Considerations When Choosing a Forklift

To ensure the forklift truly meets your needs, consider these critical parameters:

Load capacity: Standard models handle 1.5–3 tons, but heavy-duty versions can lift 10+ tons.

Lift height: For multi-tier racking, choose models with lift heights from 3 to 6 meters or more.

Floor surface: Smooth-tread electric forklifts are best for flat indoor floors; diesel models with pneumatic tires suit outdoor terrain.

Operating environment: Emission-free electric forklifts are preferred in clean zones (e.g., food or medical manufacturing).

Energy efficiency: Modern electric forklifts often use lithium-ion batteries—faster charging, longer lifespan, and no electrolyte replacement needed.

Tips to Maximize Operational Efficiency

To ensure long-term, high-performance operation:

Perform regular maintenance: check oil levels, brakes, and tires.

Assign only certified, trained operators.

For electric models, monitor battery charge and schedule recharging during off-hours.

Always respect the rated load capacity and avoid misuse.

Optimize warehouse layout to create short, direct travel routes for forklifts.

Conclusion

A forklift is more than just machinery—it’s an essential component of modern logistics infrastructure. It ensures speed, precision, and safety in material handling. The right model not only simplifies daily operations but also reduces operational costs and boosts overall business efficiency.
</turbo:content>

AI-powered robots are increasingly being deployed in warehouses — they sort goods, learn from experience, and operate autonomously.

      <turbo:content>

Application of AI and Robots in Warehouse Logistics

Artificial intelligence is becoming a key tool for warehouse automation: it analyzes data, allocates tasks, and enables robots to adapt to changes in real time. For example, the AI-powered “Picker” robot can independently recognize and sort items — from pens to plush toys — without any human intervention. Its neural network learns from experience, making autonomous decisions for each individual item.

In Russia, the adoption of such robots is still in its early stages, but their use is expected to surge dramatically within the next 1–2 years. Key catalysts will be 5G and IoT technologies: they will enable instant data exchange between devices, create a unified ecosystem, and allow robots not only to respond to tasks more quickly but also to share knowledge and learn from one another.

The Evolution of Logistics: How Robots Are Replacing Humans in Warehouses

Logistics is entering a new era — the age of full automation. Where once the dominant model was “goods-to-person,” requiring employees to move around fulfilling orders, the world is now shifting toward a fundamentally different paradigm: “goods-without-humans.” This means that from the moment an order is placed until it’s shipped to the customer, human involvement is virtually eliminated — robots and algorithms handle every step.

This transformation opens new horizons for business: order processing speeds multiply, error rates approach zero, and operational costs decline thanks to reduced reliance on manual labor. The key advantage? Stability. Machines don’t get tired, don’t get distracted, and don’t make careless mistakes.

Market leaders have pioneered this shift. For example, as early as 2017, Alibaba launched an experimental warehouse where robots performed 70% of all operations. Since then, the level of automation at such facilities has only increased. Implementing robots not only accelerated order fulfillment but also achieved unprecedented inventory accuracy — a critical factor at scales comparable to an entire country.

Today, “goods-without-humans” is no longer a futuristic fantasy — it’s a reality being tested and implemented by leading logistics and retail companies worldwide. The future of warehouses is unmanned, ultra-fast, and error-free.
</turbo:content>
